The problem
Hardoi's youth unemployment and migration patterns follow the UP rural-urban norm — most working-age youth eventually move to Lucknow, Delhi, Mumbai, or the Gulf for work. The constituency has limited skill infrastructure. There's no apprenticeship culture linking local businesses to local youth. Career counselling for competitive exams is concentrated in cities.
2027 — 100 days & first year
- Apprenticeship fair × 2 (one per semester)
- Local-business directory online (open data)
- Career-counselling at every block
- Migration-pattern baseline survey
2030 — end of first term
- Skill centre in each block (IT/ITeS, accounting, BPO, electrician, plumber)
- 5 FPOs operational in 5 crops
- Migration-reduction by 30% (proxied by remittance data + surveys)
- Apprenticeship programme: 200 placements/year
