The problem

Hardoi is one of India's 250 most backward districts (since2006). A peer-reviewed BMC study on Hardoi's Village Health and Nutrition Days (VHNDs) found "health education and promotion were particularly weak; institutional delivery was the only topic discussed in a majority of VHNDs." Maternal and child health outcomes lag the state average. Many habitations are not on the Jal Jeevan network; groundwater quality is unmonitored at habitation scale.

2027 — 100 days & first year

  • Functional PHC + 24×7 ambulance in each of 3 blocks
  • Water-quality testing of all handpumps/borewells (baseline)
  • Telemedicine kiosk in 1 PHC, evaluated for rollout
  • Maternal-health audit: zero preventable maternal deaths

2030 — end of first term

  • 1 CHC upgraded to IPHS (Indian Public Health Standards)
  • 100% institutional delivery (vs Hardoi district baseline)
  • Jal Jeevan Mission target met in all villages
  • Outpatient load at PHCs doubled
